Why ACT?

The ACT has one of Australia’s most structured nomination systems. It uses the Canberra Matrix to invite skilled workers, graduates, and residents with strong ties to Canberra.


Main Pathways

1. Canberra Matrix

Applicants are ranked using a points-based matrix considering:
– ACT residence
– ACT employment
– Length of residence
– Family ties in Canberra
– English level
– Occupation demand
– Strategic skills

2. Graduate Pathway

For recent graduates of Canberra-based institutions.
– Local study is highly valued
– ACT residence and employment improve prospects

3. Critical Skills Pathway

For applicants working in occupations on the ACT critical skills list.
– Health
– Education
– ICT
– Engineering
– Other shortage occupations

4. Doctorate Streamlined Nomination

A special fast-track stream for applicants who completed a doctoral degree at an ACT university.

Key benefits:
– Free application
– Priority processing (often around one week)
– No Canberra Matrix score competition
– Occupation does not need to be on the ACT occupation list, as long as it is a valid migration occupation with a positive skills assessment

This stream can support:
Subclass 190 Skilled Nominated visa
Subclass 491 Skilled Work Regional visa


Basic Eligibility

If you live in Canberra

You must:
– Have lived in Canberra for at least 12 months
– Hold a research or professional doctorate awarded by an ACT university

If you live elsewhere in Australia or overseas

You must:
– Have graduated from an ACT university
– Have received the doctorate within the last 2 years


Application Process

  1. Submit a SkillSelect EOI
  2. Select the ACT stream in Canberra Matrix:
  3. ACT 190 or ACT 491
  4. Doctorate Streamlined Nomination
  5. No Matrix points entry is required
  6. Wait for invitation
  7. Lodge the ACT nomination application within 14 days

Documents Required

  • SkillSelect EOI
  • Valid skills assessment
  • ACT university doctorate certificate or completion letter
  • Passport and identity documents

Common Misunderstanding

An ACT doctorate does not automatically mean PR. You still need:
– A valid skills assessment
– At least 65 points under the migration points test
– ACT nomination
– Then lodge the 190 or 491 visa application
